Analysis

The pattern of scores tells a consistent story. The council has the leadership will and community demand to transform, but it lacks the foundational disciplines that make transformation stick. The weakest dimensions, data management and technology integration, are the ones on which everything else depends: reliable online services cannot be built on inconsistent data and disconnected systems, and analytics cannot precede basic data quality. This is a common finding in regional local government, where visible customer-facing initiatives often outpace the less visible investment in governance and infrastructure that sustains them (Mergel, Edelmann and Haug 2019; Gong, Yang and Shi 2020).

Two contextual factors shape the interpretation. First, connectivity constraints mean that some efficiencies available to metropolitan councils, such as fully cloud-hosted field operations, may be harder to realise at outlying sites, so the roadmap must be realistic about sequencing and fallback options. Adopt the Essential Eight cyber security baseline as a board-level priority, establish clear ownership and definitions for the council’s core datasets, and introduce a simple data quality routine. These steps address the highest-risk gaps and are prerequisites for later work.
  2. Build governance and capability (6 to 18 months). Create a small digital investment board to prioritise initiatives and track benefits, publish a funded digital strategy with measurable targets, and launch a structured digital skills programme that lifts baseline confidence across all roles, including field and depot staff.
  3. Redesign services (12 to 36 months). Redesign, rather than merely digitise, the highest-volume resident transactions, integrate core systems to remove duplicate data entry, and pilot a shared-services or regional collaboration arrangement for specialist capability.

Throughout, a consistent change-management method should be applied, and residents at risk of digital exclusion should retain accessible non-digital channels so that modernisation improves equity rather than eroding it.

Benefits realisation should be built into the programme from the outset rather than assessed retrospectively. Each initiative in the roadmap should carry a small number of measurable indicators, for example the proportion of a transaction completed online, average processing time, and resident satisfaction, reported to the proposed digital investment board. Establishing this baseline now, while maturity is still developing, allows progress to be demonstrated to elected members and the community and helps sustain support through the multi-year horizon that transformation requires. Given the constrained regional labour market, the roadmap should also state explicitly whether each capability will be built internally, purchased, or shared with neighbouring councils.

Conclusion

The council is at a developing level of digital transformation readiness, with genuine leadership support and community demand offset by weak data governance, ageing and fragmented technology, and uneven digital skills.
