Introduction

Few debates in education have been as protracted as the reading wars, the contest between code-emphasis approaches built on phonics and meaning-emphasis approaches associated with whole language (Castles et al., 2018). In Australia the argument has shifted decisively over the past decade. Version 9 of the Australian Curriculum strengthened the place of phonics and phonemic awareness in the early years (Australian Curriculum, Assessment and Reporting Authority [ACARA], 2022), South Australia, New South Wales and Victoria have adopted a Year 1 Phonics Screening Check, and a national evidence body now publishes guidance on beginning reading (Australian Education Research Organisation [AERO], 2023). Yet the 2023 NAPLAN results indicate that roughly one in three Australian students is not a proficient reader (Hunter et al., 2024), so the question of how reading is taught in the first years of school retains genuine urgency. This review examines the literature on phonics instruction and early literacy outcomes across five themes: the evidence for systematic synthetic phonics (SSP), the position of phonics within the Big Six, balanced literacy and its critiques, Australian policy shifts, and teacher knowledge and implementation fidelity. It then synthesises the evidence, identifies gaps concerning longitudinal effects and learners of English as an additional language or dialect (EAL/D), and draws implications for Foundation to Year 2 classrooms. Table 1 summarises eight key studies that anchor the discussion.

The Evidence for Systematic Synthetic Phonics

Systematic synthetic phonics teaches grapheme-phoneme correspondences explicitly and in a planned sequence from the first months of school, with children blending sounds to read words and segmenting words to spell them. It contrasts with analytic or embedded approaches, in which letter-sound relationships are inferred from whole words or taught incidentally. The theoretical case rests on the alphabetic nature of English orthography. Ehri (2020) argues that decoding is not a temporary crutch but the very mechanism through which printed words become sight words: each decoding episode bonds a word’s spelling to its pronunciation and meaning through orthographic mapping, so systematic phonics functions as a self-teaching engine rather than a rote exercise.

The empirical evidence points in the same direction. Castles et al. (2018), synthesising half a century of reading research, conclude that the question of whether phonics instruction benefits beginning readers is settled, and that the live questions concern dosage, sequencing and integration with wider literacy teaching. Causal evidence at system scale comes from Machin et al. (2018), who exploited the staged rollout of synthetic phonics across English local authorities and found significant reading gains at ages 5 and 7. By age 11 the average effect had dissipated as other students caught up, but the benefits persisted for disadvantaged pupils and for children learning English as an additional language, giving the approach a distinct equity rationale at low cost.

A common objection is that gains on decoding measures, particularly pseudo-word checks, are hollow test-taking artefacts. Double et al. (2019) address this directly, finding that improvements on England’s Phonics Screening Check were associated with stronger reading comprehension in later primary years. The association is consistent with decoding acting as a bottleneck for comprehension: a child who cannot lift the words off the page cannot deploy vocabulary or background knowledge on them. The effects are nonetheless modest, underlining that phonics is necessary but not sufficient.

Phonics within the Big Six

Australian scholarship has been influential in situating phonics within a broader instructional architecture. Konza (2016) describes the Big Six of reading development: oral language and early literacy experiences, phonological awareness, phonics, vocabulary, fluency and comprehension. The framework, illustrated in Figure 1, is widely used in Australian systems and initial teacher education because it makes clear that phonics is one essential strand among several, not a complete reading program.

This framing matters for interpreting the debate. Mainstream advocates of SSP do not argue that phonics alone produces readers. The Centre for Education Statistics and Evaluation (CESE, 2017), reviewing the evidence for the NSW Department of Education, recommends explicit and systematic phonics embedded within a comprehensive program that also builds oral language, vocabulary and background knowledge, and AERO (2023) takes the same position. Characterising the phonics case as an argument for barking at print therefore misrepresents the literature; the genuine disagreement concerns how the code should be taught, not whether meaning matters.

Balanced Literacy and Its Critiques

Balanced literacy emerged in the 1990s as an apparent truce in the reading wars, combining whole-language practices with some phonics. In classrooms it has typically meant levelled and predictable texts, guided reading, and prompting through three cueing systems, in which children identify words using meaning, sentence structure and visual information. Critics identify two central problems. First, phonics within balanced literacy is usually incidental and unsequenced, so the code is encountered rather than taught (CESE, 2017). Second, three-cueing trains habits of guessing from pictures and context that appear successful in predictable texts but collapse as texts become more complex, which is why AERO (2023) advises against cueing prompts and Hunter et al. (2024) recommend removing them from classroom materials.

The critique does not run in only one direction. Bowers (2020), re-analysing 12 meta-analyses, argues that the comparative evidence for systematic phonics over all alternative forms of instruction is weaker than commonly asserted, with small and sometimes unstable effect sizes, although he does not defend unsystematic teaching. Wyse and Bradbury (2022), drawing on a research review and a survey of more than 2,000 English teachers, defend contextualised teaching of reading and argue that England’s mandate of a single synthetic method narrows professional judgement beyond what the evidence requires.

Read closely, the scholarly disagreement is narrower than the public debate suggests. Even the strongest critics of SSP do not endorse three-cueing for beginning readers, and even its strongest advocates locate phonics within a rich language program. The contest concerns exclusivity and the strength of causal claims, not whether beginning readers need explicit grapheme-phoneme knowledge.

Australian Policy Shifts

The Year 1 Phonics Screening Check

Australian jurisdictions have progressively adopted a Year 1 Phonics Screening Check modelled on England’s, in which children read 40 real and pseudo words so that decoding skill can be observed directly. South Australia adopted it statewide in 2018, New South Wales made it mandatory in 2021, and Victoria requires government schools to administer it from 2025 alongside a minimum of 25 minutes of daily explicit phonics in the early years, consistent with the Grattan Institute’s Reading Guarantee recommendations (Hunter et al., 2024). Its formative purpose is to identify students whose decoding is insecure before the gap compounds; at system level, successive cohorts indicate whether early instruction is improving.

Curriculum and National Guidance

Curriculum settings have moved in the same direction. Version 9 of the Australian Curriculum: English brought phonics and phonemic awareness forward, made expectations for Foundation to Year 2 more explicit, and removed references to predicting words from context and pictures that had aligned with three-cueing practice (ACARA, 2022). AERO, established in 2021 as a national evidence intermediary, has published practice guidance endorsing explicit instruction in the Big Six and cautioning against contested strategies (AERO, 2023). Hunter et al. (2024) argue that these settings should be consolidated into a national reading guarantee built on structured literacy, universal screening, quality-assured instructional materials and an ambition that at least 90 per cent of students read proficiently. Policy is therefore now broadly aligned with the research reviewed above; whether classrooms follow depends on teachers.

Teacher Knowledge and Implementation Fidelity

Phonics instruction is knowledge-intensive: teachers must themselves be able to segment phonemes, distinguish digraphs from blends and sequence grapheme-phoneme correspondences. Australian evidence suggests this knowledge cannot be assumed. Stark et al. (2016), assessing early-years teachers in Victorian classrooms, found that many could not reliably identify phonemes or other basic linguistic constructs, and that self-rated ability was poorly aligned with tested knowledge, meaning teachers often did not know what they did not know. Meeks and Kemp (2017) found similar gaps among final-year pre-service teachers, locating part of the problem upstream in initial teacher education.

Knowledge gaps translate into fidelity problems. The English rollout studied by Machin et al. (2018) succeeded in the context of funded materials, training and follow-up support, and Wyse and Bradbury (2022) show that teachers adapt mandated approaches in practice, so the enacted curriculum can drift from the intended one. Hunter et al. (2024) accordingly cost their recommendations to include sustained professional learning, instructional coaching and quality-assured programs rather than policy pronouncements alone. Across this literature, teacher knowledge emerges as the mediating variable between policy and student outcomes: without it, phonics exists in documents but not in instruction.

Synthesis and Gaps

Four findings converge across the reviewed literature. Explicit, systematic phonics in the first years of school improves decoding and word-reading accuracy, with the strongest benefits for disadvantaged learners. Phonics is one strand of the Big Six and delivers full value only within a program rich in oral language, vocabulary and knowledge. Incidental phonics and cueing-based prompting are inferior for beginners. Finally, outcomes depend on teacher knowledge and supported implementation. Two matters remain genuinely contested: the durability of early gains, where Machin et al. (2018) observe average fade-out by age 11 while Double et al. (2019) find persistent comprehension benefits, and the specificity of the effect, where Bowers (2020) accepts systematic instruction but doubts that the synthetic variant is uniquely superior.

The gaps are most visible from an Australian vantage point. First, there is little published longitudinal evidence tracking Australian check-era cohorts from Year 1 through Year 3 and Year 5 NAPLAN reading, so the durability question rests almost entirely on English data. Second, the evidence base for EAL/D learners is thin. More than one in five Australians speak a language other than English at home (Australian Bureau of Statistics [ABS], 2022), and the EAL/D category spans newly arrived migrant children, established multilingual communities and Aboriginal and Torres Strait Islander students who speak Kriol or Aboriginal English. Machin et al. (2018) found the largest persistent benefits for English learners, but that population differs from Australia’s, and local trials examining how phonics interacts with oral language support for EAL/D learners are scarce. Third, implementation research is underdeveloped: little Australian evidence identifies which combinations of professional learning, coaching and materials secure fidelity at scale.

Implications for Classroom Practice

For Foundation to Year 2 classrooms, the reviewed evidence supports a consistent set of practices:

  • Timetable short, daily, explicit phonics lessons following a planned scope and sequence, embedded within a program that also builds oral language, vocabulary and background knowledge (CESE, 2017; Konza, 2016).
  • Use decodable texts while decoding is being established, transitioning to wider texts as accuracy consolidates, and prompt students to decode rather than to guess from pictures or context (AERO, 2023).
  • Treat the Year 1 Phonics Screening Check formatively, using results to organise small-group intervention for students whose decoding is insecure (Hunter et al., 2024).
  • For EAL/D learners, pair phonics with intensified oral language and vocabulary teaching rather than delaying code instruction (Konza, 2016).
  • Pursue professional learning in phonemic and linguistic constructs, since self-assessed knowledge is an unreliable guide (Stark et al., 2016).

Conclusion

The literature reviewed here indicates that the reading wars are largely settled at the level of beginning decoding: systematic phonics instruction, delivered explicitly in the first years of school and situated within the Big Six, improves early literacy outcomes and does most for the students with least. Australian policy, through curriculum revision, phonics screening checks and national guidance, now substantially reflects that evidence. What remains open is not whether to teach the code but how to sustain its benefits, how to calibrate the approach for EAL/D learners, and how to secure implementation through teacher knowledge and support rather than mandate alone. Longitudinal Australian research following check-era cohorts, and trials designed around EAL/D populations, are the clearest priorities for the next phase of this literature.
