Executive Summary
This report assesses the readiness of Wattlebrook Regional Council, a hypothetical regional council in inland New South Wales serving about 42,000 residents with a workforce of roughly 380 full-time equivalent (FTE) staff and an annual operating budget near A$78 million, to deliver a multi-year digital transformation. Using a five-level maturity model applied across five dimensions, the assessment finds an overall weighted maturity of 2.45 out of 5.0 against a target of 3.83, an aggregate gap of 1.38. The Council sits at an early, fragmented stage: capable pockets exist, but strategy, data governance and workforce capability trail rising community expectations for online service. That demand is real, with household internet access now above 95 per cent nationally and residents benchmarking council transactions against Commonwealth and state digital services (Australian Bureau of Statistics, 2023; Digital Transformation Agency, 2023). A staged, three-wave program is recommended, sequencing governance and cyber security foundations before core platform investment. Indicative one-off investment of A$1.24 million is projected to yield net annual benefit of A$515,000 and a simple payback of about 2.4 years. The single most important early action is to establish executive-sponsored digital governance, because the evidence consistently shows that strategy and leadership, rather than technology, determine transformation outcomes (Kane et al., 2015).
Introduction
Local government is the tier of Australian administration closest to the community, yet regional councils frequently face the widest gap between rising service expectations and constrained resources. Wattlebrook Regional Council administers about 140 distinct services, from rates and development approvals to waste, libraries and community care, across dispersed towns and a large geographic area. Like many non-metropolitan councils, it carries ageing infrastructure and a thin rate base relative to the area it must service (Australian Local Government Association, 2021). Residents increasingly expect to transact with their council online at a time of their choosing, an expectation shaped by their experience of Commonwealth and state services and by near-universal household connectivity (Australian Bureau of Statistics, 2023).
Digital transformation is understood here not as the procurement of technology but as the organisational, process and cultural change that digital technologies enable (Vial, 2019). National and state policy set a clear direction of travel: the Australian Government’s Data and Digital Government Strategy commits to simple, secure and connected public services by 2030 (Digital Transformation Agency, 2023), and comparable ambitions run through state frameworks such as the NSW Government digital strategy (New South Wales Government, 2021). The aim of this report is to assess the Council’s readiness against that direction and to recommend a sequenced, affordable program. Scope covers five capability dimensions, strategy and leadership, data and information, systems and technology, skills and capability, and citizen services; the procurement of any specific product is out of scope. All figures are modelled estimates constructed to be internally consistent.
Assessment Approach
The assessment applied a five-level maturity model, where level 1 denotes ad hoc or absent capability and level 5 denotes optimised, continuously improving capability. This structure follows established digital maturity scholarship, which frames transformation as progression through recognisable stages rather than a single leap (Westerman et al., 2014). Evidence was gathered through document review, a structured self-assessment workshop with directors and managers, and analysis of current systems and service-channel data. Each dimension was scored to one decimal place so that partial progress could be captured.
Dimensions were weighted to reflect their contribution to enterprise outcomes, with weights summing to 100 per cent as shown in Table 1. Systems and technology carries the highest weight, at 25 per cent, because platform fragmentation constrains every other dimension; strategy, data and citizen services each carry 20 per cent; and skills carries 15 per cent. This weighting reflects the finding that government transformation depends on the alignment of architecture, data and governance rather than on any single component (Gong et al., 2020). A target maturity was set for each dimension to represent a realistic, funded ambition over roughly thirty months, not a theoretical maximum.
Digital Maturity Assessment
Table 1 presents the maturity assessment. The weighted current and weighted target columns are each the product of a dimension’s weight and its score, and the totals of those columns give the Council’s overall position.

Overall maturity is the sum of each dimension’s weight multiplied by its score. For the current state:
Weighted current = (0.20 × 2.5) + (0.20 × 2.0) + (0.25 × 2.8) + (0.15 × 2.2) + (0.20 × 2.6) = 0.50 + 0.40 + 0.70 + 0.33 + 0.52 = 2.45 out of 5.0.
Applying the same weights to the target scores:
Weighted target = (0.20 × 4.0) + (0.20 × 3.5) + (0.25 × 4.0) + (0.15 × 3.5) + (0.20 × 4.0) = 0.80 + 0.70 + 1.00 + 0.53 + 0.80 = 3.83 out of 5.0.
The overall maturity gap is therefore 3.83 – 2.45 = 1.38, the distance the program must close. The largest dimension gaps lie in strategy and leadership and in data and information, at 1.5 each. Strategy is under-developed because digital investment has historically been approved project by project, without an endorsed roadmap or measurable targets, a pattern scholarship identifies as a primary cause of stalled transformation (Kane et al., 2015). Data records the lowest absolute score, 2.0: information is siloed within functional systems, master data is inconsistent, and reporting is largely manual. Systems and technology, although the highest current score at 2.8, still reflects a fragmented estate of overlapping and partly unsupported applications. Skills and citizen services sit between these: residents can complete some transactions online, but journeys are incomplete and frequently revert to telephone or counter, and staff capability is uneven across directorates.
Target Operating Model
Closing the gap requires a coherent target operating model rather than a series of disconnected fixes. Figure 1 sets out that model as four layers. Citizen and community channels sit at the top, unified so that a resident can begin a transaction on one channel and complete it on another. Beneath them, an integrated digital platform provides online services, workflow and systems integration in place of today’s disconnected applications. A data and analytics layer supplies a single, trusted source of information for both service delivery and decision-making. Underpinning all three, an enabling foundation of strategy and governance, cyber security and workforce capability determines whether the layers above can operate safely and improve over time. The model is deliberately foundation-led: consistent with the public-sector transformation literature, the enabling layer is what most often decides success or failure (Kane et al., 2015; Mergel et al., 2019).
Benefits and Cost Analysis
Table 2 summarises the indicative financial case over the program. Costs are separated into one-off investment and recurring operating cost, and benefits are expressed as recurring annual savings. The estimates are deliberately conservative and exclude benefits that are real but harder to quantify, such as improved community trust, accessibility and staff experience.

The simple payback compares one-off investment against the net recurring benefit it unlocks. Net annual benefit is the gross annual benefit less the annual operating cost:
Net annual benefit = A$825,000 – A$310,000 = A$515,000.
Simple payback = one-off investment / net annual benefit = A$1,240,000 / A$515,000 = 2.41 years, or about 29 months.
A payback under three years is attractive for a public-sector program of this scale, particularly because the largest single benefit, staff time released from manual processing, can be redirected to frontline and infrastructure services rather than taken purely as cost reduction. International benchmarking supports the direction, with OECD analysis linking higher digital government maturity to measurable gains in efficiency and service quality (Organisation for Economic Co-operation and Development, 2020).
Prioritised Initiatives
Table 3 translates the operating model into seven prioritised initiatives, each mapped to the dimension it most improves and sequenced into three waves. Priority reflects both impact and dependency: low-cost, high-impact foundations are scheduled first because later platform and service investment depends on them. Wave 1 establishes governance, a data framework and cyber security; Wave 2 delivers the integrated platform, the customer portal and workforce capability; and Wave 3 optimises through analytics and open data.

Change Management and Risk
Technology delivery is necessary but not sufficient. The evidence base is consistent that people and process factors, rather than the technology itself, are the dominant determinants of transformation outcomes (Tangi et al., 2021). Change management should therefore include visible executive sponsorship, role-based capability building, and the early, iterative delivery of visible improvements to sustain momentum and staff confidence.
Two risks warrant particular attention in the Australian public-sector context. First, cyber security: as the Council digitises more services and consolidates more data, its attack surface grows. Adopting the Australian Cyber Security Centre’s Essential Eight mitigation strategies, targeting Maturity Level 2, provides a defensible baseline and is treated as a Wave 1 priority (Australian Cyber Security Centre, 2023). Second, privacy: bringing citizen data together heightens obligations under the Privacy Act 1988 and the Australian Privacy Principles, which require personal information to be collected, secured and used lawfully and transparently (Office of the Australian Information Commissioner, 2022). Privacy-by-design and a tested data breach response plan should be embedded from Wave 1 rather than retrofitted. The principal delivery risks and mitigations are summarised below.
- Weak governance and benefits leakage (likelihood moderate, impact high). Mitigation: an executive-sponsored governance board and a benefits register tracked against Table 2.
- Change fatigue and low adoption (likelihood moderate, impact high). Mitigation: phased delivery, early visible wins, and role-based training rather than a single large release.
- Vendor lock-in and cost overrun (likelihood moderate, impact moderate). Mitigation: open standards, staged procurement and independent assurance at each wave.
- Digital exclusion of residents with limited connectivity or confidence (likelihood moderate, impact moderate). Mitigation: retain assisted telephone and counter channels alongside online services, recognising that regional access is not universal (Australian Bureau of Statistics, 2023).
Recommendations
- Establish an executive-sponsored digital governance board and endorse the three-wave roadmap and the target maturity of 3.83 out of 5.0 within thirty months.
- Treat the Wave 1 foundations, digital governance, a data governance framework, and cyber security uplift to Essential Eight Maturity Level 2, as immediate priorities before any major platform procurement.
- Approve the integrated cloud platform and the unified customer portal as the core Wave 2 investment, retiring duplicated and unsupported legacy systems as they are replaced.
- Fund a workforce digital capability program and appoint a data governance lead to lift the two lowest-scoring dimensions, data and information and skills and capability.
- Embed privacy-by-design and Australian Privacy Principles compliance, supported by a tested data breach response plan, across every initiative.
- Maintain a benefits realisation register aligned to Table 2, report it with maturity re-scoring to the governance board each quarter, and retain assisted service channels so that digitisation does not exclude less connected residents.
Conclusion
Wattlebrook Regional Council is not yet digitally mature, but it is digitally ready. It has a clear picture of its 1.38 point maturity gap, a costed and sequenced roadmap, a target operating model, and a business case with a payback of about 2.4 years. The decisive factor in realising that case will be disciplined governance and change leadership rather than technology selection. If the foundations of strategy, data and cyber security are laid first, if privacy obligations are met by design, and if benefits are actively tracked, the Council can realistically reach a weighted maturity of 3.83 out of 5.0 within thirty months and deliver simpler, safer and more connected services to its community.
